Genesis HealthCare System’s (GHCS) recently completed master plan requires a new construction project that creates the projected capacity for future need and enables various renovations and improvements to the existing Bethesda Hospital facility. The new patient addition will include key clinical functions such as an expanded Emergency Department, expanded imaging (CT, MRI), new OR Surgery And Interventional (EP and Heart Catheterization Labs) Suite (include Hybrid OR area), PACU, 21-bed ICU, plus support functions/services in the lower level (i.e. central sterile, mechanical, etc.).
The existing Bethesda Hospital facility will continue to support a great deal of inpatient care services such as medical/surgical in-patient beds, orthopedics, observation care, imaging, laboratory, and obstetrics. An extensive renovation to the key infrastructure elements will be required that will include fire protection, plumbing, medical gases, heating/ventilating/air conditioning, electrical, and low voltage systems. The central energy plant will require expansion and new/replaced equipment to support the current and future connected loads. Other renovation requirements for the hospital include a 1-bay loading dock expansion, expanded dining area, and reconfigured servery.
Additional work includes a new Cancer Care Center, a new data center and renovation to the existing Forest View skilled nursing facility.
Turner Construction Company was selected as the Construction Manager for the implementation of the above master plan.
Purchasing plan to include local subcontractors and workforce:
The following processes will be implemented to insure that local subcontractors and local labor are afforded an opportunity to participate in this project.
The project will be structured into four purchasing categories:
- General Contract, local: renovation of the Forest View nursing facility will be contracted as a lump sum general contract (through Turner Construction). Only local, prequalified general contractors will be invited to bid.
- Bid package subcontracts, local: the new Cancer Care Center will be divided into multiple bid packages and contracted as lump sum subcontracts (through Turner Construction). Only local, prequalified contractors will be invited to bid.
- Bid Package subcontracts: the new patient tower, renovation of the existing facility and surrounding site improvements will be divided into multiple bid packages and contracted as lump sum subcontracts (through Turner Construction). Both local and non-local, prequalified contractors will be invited to bid. While currently no local participation percentage has been developed, local participation will be strongly encouraged and consideration to the level of commitment will be evaluated prior to award.
- Design Assist subcontracts: design assist services for the mechanical/plumbing and electrical work will be subcontracted for the new Patient Tower and the renovation of the existing Bethesda Hospital. Services will be solicited in the summer of 2012. As part of the award process, the subcontractors will be evaluated on their level of commitment to local participation.
Only contractors who provide the best value to the project will be considered for award.
